Bishop Stuart University (Chartered 2014) is a growing Ankole Diocese Church of Uganda (Anglican) founded institution located in Mbarara on Kakoba Hill 5km from the town Centre.
Bishop Stuart University is inviting competent applicants for positions  of Director of Finance, University Engineer and Systems Administrator

 Applicants must be of strong faith, integrity and committed Christians.







  • Master’s degree in Accounting, Business, Finance, or any other relevant field; PhD in relevant field is added advantage
  • Bachelor’s degree in Business Administration, Commerce, Science- Finance or any other relevant degree.
  • Must be a Certified Public Accountant and member of a recognized accounting body.

At least 8 years of working experience in   a senior financial management position in a University or a busy organization of similar status

Age:  35-55years at the time of application
Excellent skills in leadership; management; integrity; honesty; understanding of data privacy standards; communication both written and verbal; thorough understanding of business principles and practices; superior financial analysis, attention to detail; organizational planning; problem-solving; critical thinking; computer and multi-tasking skills.
Main Purpose of the Post:
Should take a lead in resource mobilization and provide financial administration, advice, support and planning of the University and maintain the accounts in a form determined by the University Council.
 Responsible for the efforts, results, and success of BSUs finance department
Key duties and responsibilities:

  1. Oversee, review, and adhere to the University budgets approved by University Council
  2. Ensures University -wide budgetary planning, document and maintain complete and accurate supporting documents for all financial transactions
  3. Ensure that all the University’s financial practices are in line with statutory regulations and legislation.
  4. Develop and maintain timely and accurate financial statements and reports that are appropriate for users and in accordance with Generally Accepted Accounting Principles (GAAP)
  5. Prepare all supporting information for the Annual Audit and liaise with the internal audit committee and external auditors as necessary
  6. Monitor the cash flow and prepare cash flow projections forecasts in accordance with policy.
  7.  Appraises and Supervise financial office staff in the facilitation of day-to-day operations, including tracking financial data, invoicing, book keeping, payroll management, bank reconciliation, etc.
  8. Monitor risk management policies/ procedures while seeking out methods and practices to minimize financial risk.
  9. Update and implement financial policies /procedures and maintain a policy manual for the finance department.
  10. Work with Human Resource office to secure candidates with the right skills and competencies who will be an asset to the finance department.
  11. Ensures the development of financial policies, regulations and guidelines.
  12. Participation in the development of resource mobilization strategies.
  13. Participates in the management of financial grants and donations to the University.
  14. Maintains a sound financial accounting system, record keeping and internal controls for the university.
  15. Advises the University management on sound financial policies, rules and procedures.
  16. Manages the reconciliation of books of accounts and the production and presentation of the university financial accounts and bank statements to the relevant authorities.
  17. Provides technical financial support to all the university projects.



  • Master’s Degree in Civil Engineering
  • Bachelor’s degree in Civil Engineering
  • Applicants must have a minimum of at least 3 years of relevant experience in Engineering works and construction. 
  • A registered Engineer is an added advantage

  • Duties and responsibilities
  • Overseeing the University constructions, installations and fixings; supervising Building & Civil Engineering Estates teams, Technicians, Craftsmen and external Contractors employed by the University to ensure that, buildings, roads and their Electro-mechanical services, equipment & assets are in good working conditions.
  • Ensuring that Planned Preventative Maintenance Systems are put into operation and carried out in a timely manner for proper maintenance and safe custody of University facilities and equipment under your jurisdiction.
  • Planning, supervising and managing technical activities of the estates unit.
  • Advising the University management, on procurement of construction materials, sanitary facilities and equipment required for the activities of the estates unit.
  • Drawing budgets, estimates and bills of quantities for construction repairs and renovations as may be required by management.
  • Advising the University management in procuring technical services such as sourcing or invitation, analysis and selection of Bidders for Works; carrying out organization and planning activities as required necessary to enable the estates department to execute designated tasks.
  • Coordinating and liaising with Statutory Regulators, Consultants, Contractors and external Company representatives providing technical services related to infrastructure maintenance & development to the University.
  • Provision of advice and guidance on design concepts & proposals for structures, the sourcing & procurement of consultants to provide design services such as Architectural, structural, Mechanical, Engineering Drawings, and Bills of Quantities; for purposes of budgeting & implementation of construction projects of the University.
  • Advising management on decision making as regards completion and approval of works done by Contractors before payments can be effected.
  • Provide monthly reports on office work.
  • Coordinate appropriate technologies like ISSB, Estates,Faculty Innovations and turn them into business for the University.
  • Any other duty that may be assigned by the immediate supervisor.



  • Master’s degree in Computer Science or information Technology.
  • At least 5 years’ experience in a Higher institution of learning or a reputable organisation with busy schedules and heavy work load
  • Possess a Network and Systems Audited Certification
  • Have wide knowledge with Unix and windows server environments
  • Ability to develop software with php, python, oracle and Java Development Environment
  • Highly developed interpersonal and communication skills including mentorship
  • Online learning module training and designing
  • And able to teach computer related programs
  • Website design and mentainance skills
  • Duties and responsibilities
  • Be in charge of Internal (LAN) and External (WAN) network system of the University.
  • Be in charge of the University website administration
  • Ensuring Security of the University System against hackers, crackers and viruses.
  • Control distribution and allocation bandwidth to different users
  • Configuring system servers.
  • Guiding the Laboratory Technicians in their duties.
  • Instructing students on network application.
  • Any other duty assigned to you by your immediate supervisor.
